Which CC/DC to have for Paris and beyond?

Since the Mastercard and Visa I have are charging 3% per transaction, I need to know what Capital One card to get. What does it say on it (logo?)? I think there is a 1% charge. Is that correct?





I do not have an ATM debit card so what should I get that I will be able to use not only in Paris but in small outlying areas? Is there a charge to use the ATM debit card? Can one use it to buy groceries?

It may be difficult to find which card to get on the site, you may be able to find out easier by calling. I have not heard of the 1% currency exchange rate. I am not sure but If I recall the logo is the same as most Visa or MC. Visa on the lower right corner and Top Left Capital One.





ATM debit card: I have one which has a link to VISA(but I do not have my credit card thru. them). It serves as a debit but since it is backed by VISA, I have never had any difficulty using it anywhere...Groceries, restaurants, taking cash out, purchases. My bank does not



charge the 3% exchange rate fee nor any %exchange rate fee.



I do get charged for using it at the ATM machine(charge depends on the machine but usually no more than $2.50 per transaction).
