There actually aren%26#39;t many hotels with Seine views, due to the height restrictions and the fact that the quais usually have heavy traffic on them.
One hotel with these views gets somewhat mixed reviews: Hotel du Quai Voltaire
I can%26#39;t even think of another one right now, except the one that used to be Hotel Nikko, but that is way down the river, past Bir Hakeim, no where near the Louvre.

At HOTEL LE NOTRE DAME you can throw a rock across the street and hit the Seine! Just a tiny bit farther and you%26#39;d get Notre Dame. It%26#39;s at #1 Quai St. Michel right at the Petit Pont which crosses over to Ile de la Cite. They have top floor rooms with long windows which look out over everything. Check them out on the Trip Advisor hotel reviews.
Another hotel, more expensive, is just several doors down from Le Notre Dame...it%26#39;s Les Rives de Notre Dame (I%26#39;m not positive this is the exact name, but think so.)
We recently stayed in this area and just LOVED it.

Oh, yes....and the distance to the Louvre from here is easily walkable.

Another hotel that%26#39;s located across from the Seine is the Les Rives de Notre Dame but it%26#39;s a 4* if that%26#39;s okay with your budget.

I%26#39;d say any district with hotels in unobstructed locations vs. the Seine and hopefully a room overlooking the river on a high floor....meaning fifth or less usually...Perhaps the InterContinental in the first would be a good place...
